Before I started writing this piece, I casually googled ‘media and disability’. Interestingly, most results were pertaining to the role of the media, portrayal of disability, some academic papers on the subject and so on. Well, that’s typically what comes to mind when you throw these two words together at anyone.
Himachal issues directions to clear backlog of vacancies for visually impaired persons
Himachal Chief Secretary Shrikant Baldi on Saturday asked the Department of Personnel and Training to clear backlog of vacancies for visually impaired within three months in the State.
The directions came after a delegation led by Senior Lawyer S.K. Rungta, General Secretary National Federation of the Blind Delhi, met the Chief Secretary here.
Free education for disabled sought

On the eve of the International Day for Persons with Disabilities, the Umang Foundation, an NGO that works for the empowerment of the disabled, has urged Chief Minister Jai Ram Thakur to make provision for free education to disabled students up to university level as per the judgement of the High Court delivered on June 4, 2015.

Here’s a new tool to help visually impaired people enjoy memes on the internet
People with visual impairments often face difficulty to understand memes, but now researchers have developed a method to automatically identify memes and apply pre-written templates to add descriptive alt text, making them intelligible via existing assistive technologies.
The study was presented at the ACCESS conference in Pittsburgh, US.
Chandigarh is the most unfriendly city for PWDs: NSS
Chandigarh is the most inhospitable city in the country, for the persons with disabilities (PWDs).
“As many as 85.7 percent people with disabilities, who used public transport in the city faced difficulties. The percentage is highest in the country,” revealed the National Sample Survey (NSS) report on “Persons with Disabilities in India” using a reference period of 365 days.
The report has exposed how unfriendly the city is for the PWDs as 83.6 percent of them who assessed public buildings faced difficulties.

The workshop will include Comprehension using Marathi text with NVDA Espeak, Introduction to Marathi Keyboard, Typing words & sentence etc. This will help to visually impaired persons who In-service have to work with Marathi or any other person keen to learn Marathi typing using Espeak. Eligibility: participants should have good knowledge of NVDA. Note: PARTICIPANTS WILL HAVE TO BRING THEIR PERSONAL EARPHONE/ HEADPHONE.

The National Institute for the Empowerment of Persons with Visual Disabilities (Divyangjan), has the onerous responsibilities of opening up new and challenging training and employment opportunities for the visually impaired. Against this backdrop, the Institute is launching skill development courses which are NSQF compliant and are aligned for persons with disabilities. Free boarding, lodging, uniform, medical and library facilities will be provided by the institute to the PwDs during the training period.

Panjab University: For visually impaired students, getting hostel accommodation an unending struggle
To attain hostel accommodation one has to register either online or in person. After this, students have to run between the DSW office and the warden, for getting their permission. There seems to be no centralized process put in place.
According to the Rights of Disabled Persons Act of 2016, educational institutions are to “provide reasonable accommodation according to the individual’s requirements”.
Visually impaired students at Panjab university allege that they have to face a barrage of bureaucratic hurdles before attaining getting hostel facilities on the campus.

UPSRTC to install 200 stalls at 100 bus stations to employ disabled
Bareilly: In an attempt to provide job opportunities to unemployed persons with disabilities, Uttar Pradesh State Road Transport Corporation (UPSRTC) will set up 200 stalls across 100 bus stations in the state. The stalls will be allotted at a minimum monthly rent by UPSRTC to disabled employees within the corporation and to people who became disabled as an outcome of injuries sustained during their journey in UP roadways buses. These stalls will be used for selling disabled-friendly equipment and products. UPSRTC has also roped in several NGOs to set up these stalls at bus stands.
