The Chief Commissioner for Persons with Disabilities, Dr Kamlesh Kumar Pandey, has asked the Chandigarh administration to appoint full time Commissioner under the Persons with Disabilities Act to look into the grievances of the divyangs.

The Chief Commissioner reviewed the implementation of the Act. He also met the Punjab Governor and the UT Administrator, VP Singh Badnore, at Punjab Raj Bhawan.

Pandey highlighted the need to have an independent State Commissioner for persons with disabilities with separate staff to look after the work related to physically challenged.

He further added that since the Secretary, Social Welfare, Chandigarh Administration, was holding the additional charge of the State Commissioner for Persons with Disabilities and there was no supporting staff, and all matters pertaining to divyangs took time to be dealt with.

The Governor assured the Chief Commissioner that the matter would be taken up and directed officials of the Department of Social Welfare and Women and Child Development to prepare a proposal for the same.

Pandey also raised the matter of inflated numbers of certificates issued for the disabled. He was surprised to know that around 24,000 certificates had been issued in Chandigarh while the number of disabled persons was around 14,000 in the city. He also asked the UT to fill up the backlog of the posts reserved for divyangs through a special drive, besides appointment of special educators in all schools.

The secretary, Social Welfare and Women and Child Development, BL Sharma, apprised the Chief Commissioner about institutions set up by the Department for Persons with Disabilities.
