Equal Opportunities Cell opens up window of opportunity for all

NEW DELHI: Purnima Singh is visually-challenged. She came to Delhi in 2014 and has been studying in a school for the blind at Vikaspuri. "It was always my dream to study in DU," she told TOI, while getting her online form filled in the computer lab of Equal Opportunities Cell (EOC).

She doesn't know anything about the form, except that she needed to score well to get a college of her choice. Purnima came to EOC with her friends because it is one of the few reliable places where she can get the help she needs and have her queries answered. With a score of 92% in the Class XII board exam, she wants to study political science.

The Cell has been helping several challenged but brilliant aspirants looking at pursuing higher studies in one of the best UG universities in northern India. One of them is Jyoti from Kanpur who has also scored 86% in her Board exams and is seeking admission in a DU college.

With the persons with disabilities (PWD) quota increasing from 3% to 5%, EOC will have to sieve through a greater number of applications this year. "Now that the ambit of disabilities has increased with the introduction of Right of Persons with Disabilities Act, we hope more students will get the benefit of EOC," said Bipin Tiwari, EOC dean.

Starting this session, Delhi University will earmark close to 2,500 seats for those with physical disabilities, including acid attacks, visual impairment, hearing impairment, mental behaviour, multiple disabilities and disability caused by chronic neurological conditions and blood disorder (like thalassemia).

However, Tiwari said that DU has received no applications from those suffering with intellectual disabilities, like autism, in the last five years. "We don't even know how many such students passed out of CBSE schools to track and pursue them," he said.

Persons with disabilities will be exempted by DU from paying examination fees and university fees, except admission fees, subscription towards DU Students' Union and ID card fees. PWD applicants looking for university hostel accommodations will have to pay 50% of the mess fees. College hostels will be regulated by their norms.
