Hindustan Petroleum Corporation Limited stated that personal attention was required for customer service and physical verification of cylinders. The court observed that while setting guidelines for selection of LPG distributors, policymakers were not having sufficient knowledge about the functions blind persons are capable of carrying out. “A totally blind person will be able to carry out verification of inventory and redress customers’ complaints. Further, from HPCL’s point of view, there are certain aspects of the business that need to be carried out by the distributor to ensure that no malpractice occurs and to ensure proper handling of hazardous goods. Such functions can be discharged by a person on whom the totally blind person is confident, such as spouse,” held the court.
