No.16-70/2004-DD.III-Ministry of Social Justice and Empowerment, Government of India in pursuance of the provisions of Section 32 of Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 {1 of 1996}, had constituted an Expert Committee on the 8th February, 2005 under the chairmanship of Additional Secretary, Ministry of Social Justice and Empowerment. Copy of the order is at Annexure-I.
2.         The Expert Committee met on 12/05/2005 and 07/07/2005 and decided
that one sub-committee should be set up for each of the three categories of
disabilities which are provided reservation under Section 33 of the Act.
Accordingly, three sub-committees were constituted on 22/08/2005 in the
following categories:
(i)        Sub-committee for Orthopedically Handicapped (ii)       Sub-committee for Hearing Handicapped (iii)      Sub-committee for Visually Handicapped

  1. The Sub-committees made an in-depth study of various jobs performed in Government offices, public sector undertakings and autonomous bodies including Universities. The Sub-committees also reviewed jobs notified through notification No.16-25/99-NI.I dated the 31st May, 2001.
  2. The list of posts in Group ‘D’ identified suitable for persons with disabilities is at Annexure - II, for information and further necessary action by the concerned


appointing authorities. This list supersedes the list of posts in Group ‘D’ notified through No. 16-25/99-NI.I dated the 31st May, 2001.
  1. Persons with disabilities require some aids and appliances to overcome their disabilities. Aids and appliances may be provided to persons with disabilities on their appointment keeping in view their requirement.
  2. The list of posts being notified is not an exhaustive list. Ministries/ Departments/Public Sector Undertakings/autonomous bodies etc. may further supplement the list.

ORDER
New Delhi, the 8th February, 2005.
Section 32 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 stipulates “Appropriate Governments shall –
  1. identify posts, in the establishments, which can be reserved for the persons with disability;
  2. at periodical intervals, not exceeding three years, review the list of posts identified and up-date the list taking into consideration the developments in technology.

 

  1. In pursuance to Section 32 of the Act, an Expert Committee constituted by the Government had reviewed the identification of posts done in 1986 and a revised list of identified posts in all Groups in the establishments of Government of India and Public Sector Undertakings had been notified as suitable for persons with different disabilities in June, 2001.
  2. Since the Section 32 of the Act provides for review of the list of identified posts after every three years, Government of India hereby constitutes, with effect from the date of issue of this order, the Expert Committee to identify/ review the posts in Group A, B, C and D to be reserved for the Persons with Disabilities in its Ministries/ Departments and Public Sector Undertakings consisting of the following members, namely :

(1) Additional Secretary,                                                                  Chairman

from the following Ministries/ Departments of
Government of India.
