Bureau of Indian Standards (BIS), the statutory body under the Ministry of Consumer Affairs, Food and
Public Distribution (Department of Consumer Affairs), Govt. of India and responsible for activities in the field
of Standardization, Product and System Certification, Hallmarking of Gold/Silver Jewellery, Laboratory Testing,
etc. in the country, INVITES on-line applications from the ELIGIBLE individuals for filling up of vacancies by
DIRECT RECRUITMENT/DEPUTATION in the following posts at BIS Headquarters, New Delhi and BIS Offices
located in the country, as per the details given below:

Posts:

1. Personal Assistant
Group-B
No. of posts: 28, out of which 01 for Visually Impaired
Pay Level: Level-6 (35400-112400)
Age Limit: 30 years
Qualifications: (a) Degree from a recognized University;
(b) Computer Proficiency Test: The candidate should be proficient at least upto Level-6 of National Skill Qualification Framework. The test shall be qualifying in nature; and
(c) Shorthand test in English or Hindi comprising dictation test at hundred words per minute for seven minutes which the candidates shall be required to transcribe in forty five minutes (English dictation) and in sixty minutes (Hindi dictation) and knowledge of computer. Visually disabled candidates having disability of forty percent and above will be required to transcribe the matter in seventy minutes for English shorthand test and in ninety minutes for Hindi shorthand test. Permissible mistakes: five percent.
The permissible mistakes shall be relaxable upto ten percent, if adequate number of qualified candidates (i.e. with five per cent mistakes) are not available in any category against the vacancies advertised.

2. Senior Secretariat Assistant
Group-C

Pay Level: Level-4 (25500-81100)
Age Limit: 27 years
Qualifications: (i) Bachelor‘s Degree from a recognized University; and
(ii) Qualifying Skill Test in Computer Proficiency consisting of:
(a) Word Processing Test - 2000 Key Depressions in fifteen minutes;
(b) Test in Spread Sheets on Microsoft Excel - fifteen minutes; and
(c) Test in Power Point (Microsoft PowerPoint) – fifteen Minutes

3. Senior Technician
Group-C
No. of posts: 25, out of which 01 for Visually Impaired
Pay Level: Level-4 (25500-81100)
Age Limit: 27 years
Qualification:(i) Matric or its equivalent;
(ii) Industrial Training Institute Certificate in any of the following trades:
(a) Electrician; (b) Fitter; (c) Carpenter; (d) Plumber; (e) Turner; (f) Welder (the Welder should be also having passed the Welders’ Qualifying Test as per the relevant Indian Standard or its equivalent); and
(iii) two years’ practical experience in the respective trade after having obtained the Industrial Training Institute Certificate or National Apprenticeship Certificate in the relevant trade. 

PwD with minimum 40% disability shall only be eligible to apply for competing against the vacancies reserved for them or availing any relaxation/concession. 

Age Relaxation: 10 years for PwD candidates.

The examination will be conducted online in venues given in the respective call letters.

Candidate will appear for the examination at an Examination Centre at his/her own risks and expenses and BIS will not be responsible for any injury or losses etc. of any nature.

The Centre, venue address, post applied for, date and time for examination/interview/skill test/shorthand test/mini written test, wherever applicable, shall be intimated in the respective Admit Card. A candidate who has registered successfully should download his/her Admit Card from the BIS’s website www.bis.gov.in by entering his/her details i.e. Registration Number and Password/Date of Birth.

Definition of Persons with Disabilities (PWDs)[Divyangjan]:
Under Section 2 (r) of the Right of Persons with Disabilities Act 2016, only such persons would be eligible for reservation who suffer from not less than 40% of specified disability and are certified by a Medical Board constituted by the Central/State Government. Candidates claiming such benefits should produce certificate in original (by the Competent Authority issued on or before the last date of online submission of application in the prescribed format available at the end of this advertisement) in support of their claim at the time of Interview/at any stage of the recruitment process. Persons with Disabilities will have to work in any Regional Office/Branch Office as per requirement. Candidates with the following disabilities are eligible to apply against the vacancies
reserved for them (as per GOI guidelines dated 15 January 2018): 

Blindness and Low Vision –
a) "blindness" means a condition where a person has any of the following conditions, after best correction—
(i) total absence of sight; or
(ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with best possible correction; or
(iii) limitation of the field of vision subtending an angle of less than 10 degree.
(b) "low-vision" means a condition where a person has any of the following conditions, namely:—
(i) visual acuity not exceeding 6/18 or less than 20/60 upto 3/60 or upto 10/200 (Snellen) in the better eye with best possible corrections; or
(ii) limitation of the field of vision subtending an angle of less than 40 degree up to 10 degree.

GUIDELINES FOR PERSONS WITH DISABILITIES USING A SCRIBE
i) The visually impaired candidates and candidates whose writing speed is adversely affected permanently for any reason can use their own scribe at their cost during the online examination, subject to limits as in (ii) and (iii) below. In all such cases where a scribe is used, the following rules will apply:
The candidate will have to arrange his/her own scribe at his/her own cost.

The scribe arranged by the candidate should not be a candidate for the same examination. If violation of the above is detected at any stage of the process, candidature of both the candidate and the scribe will be cancelled. Candidates eligible for and who wish to use the services of a scribe in the examination should invariably carefully indicate the same in the online application form. Any subsequent request may not be
favourably entertained.

A person acting as a scribe for one candidate cannot be a scribe for another candidate.

The scribe may be from any academic stream, but should not possess the qualification beyond the qualification of the candidate

Both the candidate as well as scribe will have to give a suitable undertaking confirming that the scribe fulfils all the stipulated eligibility criteria for a scribe mentioned above. Further in case it later transpires that he/she did not fulfill any laid down eligibility criteria or suppressed material facts the candidature of the applicant will stand
cancelled, irrespective of the result of the online examination.

Those candidates who use a scribe shall be eligible for compensatory time of 20 minutes for every hour of the examination or as otherwise advised 

Scribe should not answer on his/her own. Any such behaviour observed will result in cancellation of candidature

Only candidates registered for compensatory time will be allowed such concessions since compensatory time given to candidates shall be system based, it shall not be possible for the test conducting agency to allow such time if he / she is not registered for the same. Candidates not registered for compensatory time shall not be allowed such concessions.

During the exam, at any stage, if it is found that scribe is independently answering the questions, the exam session will be terminated and candidate’s candidature will be cancelled. The candidature of such candidates using the services of a scribe will also be cancelled if it is reported after the examination by the test administrator personnel that the scribe independently answered the questions.
