In spite of a Government notification that reserved 3 per cent of posts for persons with disabilities in Groups A and B and 5 per cent in Groups C and D, the quotas are not being filled properly.
Several government departments remain hesitant to recruit persons with disabilities because they do not think they can handle the work efficiently enough, said Pradeep Kumar, former assistant commissioner for disabilities.
Mr. Kumar said the quota system followed for the government recruitment made it difficult for disabled persons to get jobs. He pointed out that if the government department was unable to fill the quota for persons with disabilities in a specific year they cannot recruit non-disabled persons for the jobs but have to carry forward the vacancies to the next year.
The fight for job reservations in the government sector has been a long one by persons with disabilities, who believe more posts should be opened up for them, and are demanding that positions for disabled people should also be identified by the State Government.
